FIFA is expected to approve two yellow card amnesty points at the 2026 World Cup—one after the group stage and another after the quarter-finals—to reduce the risk of players missing knockout matches due to accumulated yellow cards.

The new accumulated yellow card suspension rules are scheduled to be discussed and approved at the FIFA Council meeting in Vancouver on Tuesday local time, applying to this summer's World Cup hosted by the United States, Canada, and Mexico.

In previous World Cups, yellow cards were only reset after the quarter-finals. However, with the tournament expanding from 32 to 48 teams this year, FIFA plans to adjust the rules to reduce suspensions caused by the increased number of matches.

With 16 more teams participating, an additional knockout round—the Round of 32—has been added to the World Cup schedule. FIFA aims to avoid players being suspended from crucial matches due to excessive accumulated yellow cards by revising the existing rules.

Without rule adjustments, a player would face suspension if they received two yellow cards in five matches before the quarter-finals. However, by adding a yellow card reset after the group stage, players would need to collect two yellow cards in three group stage matches, or two yellow cards in three matches—the Round of 32, Round of 16, and quarter-finals—to be suspended for accumulated bookings.

FIFA believes this approach is fairer as it reduces the risk associated with accumulated yellow cards and helps ensure more players can participate in key knockout matches.
